I am calling for the immediate resignation of County Assessor John Noquez, and announcing my candidacy for the position in the November election. My platform is to restore funding for California Education.

The social contract has been breached; we are no longer leaving a better world for our children and grandchildren to inherit. We aren’t making an investment for the future. Primarily, I’m talking about providing the funding for a decent education. We at least owe them that.

Property taxation is the primary source of funding for education. Revising Proposition 13 will provide the sorely needed money. We need to require everyone to pay their fair share. Prop 13 is the worse tax law in the history of mankind. Ad Valorem property taxation is the oldest form of taxation dating back to the pharaohs of ancient Egypt. It is the cornerstone of all taxation. Once the cornerstone is corrupted, everything built upon it will be faulty. This is the reason why we have multi-millionaires paying taxes at a lower tax rate than their secretaries.

The two things that grieve me most about Prop 13 are:

The first is that two houses of equal value standing side by side can be paying multiples of 10 times the difference for the same services. Longtime owners pay historical costs for present day services.

But the thing I hate most about Prop 13 is that it allows many large corporations, especially my pet peeve, Big Oil, to pay less than 10% of the amount they would owe if true Ad Valorem property taxation existed.

By changing Prop 13 to make everyone contribute their fair share, the budget fiasco in Sacrament, which has resulted in draconian cuts to education and other essential social services, would stop.

Please consider the proposal for an Initiative I am sending to Sacramento to be drawn up:

Bring all property parcels in the State to Fair Market Value as January 1, 2013. This will establish the Basis.

Only increase the Basis by 2% a year for 10 years. The Basis would remain the same regardless of transfer.

The Basis would be increased by new construction.
The amount of the tax levy on the Basis would be 1% plus voted indebtedness.

Defer for homeowners, until transfer, increases in the tax amount owed because of this Initiative.

No longer tax business personal property.

Lower the percentage required to increase taxes to 60%.
