LOS ANGELES – A Los Angeles County Superior Court judge has ruled against Malibu homeowners and two taxpayer groups who wanted to limit access to parts of the Santa Monica Mountains Conservancy parks. The ruling prevents the use of studies funded by state bond money to prepare a plan to increase public access to the parks. The conservancy has sought for years to expand public access to that property, and met with fierce resistance from local residents.
